These balls seem a bit mixed up. Sort the balls not just by color, but by the word it's supposed to spell out! The words you have to spell are at the top of the screen. Click on a vial to lift the top ball. Then, click on another vial to transfer the ball.

You can only place a ball in an empty vial OR if the top ball in the target vial is the same color. Each vial can only hold up to four balls.
